The main tasks of the third state small irrigation and water conservancy county construction starting video meeting co-hosted by the Ministry of Finance and the Ministry of Water Resources are: to implement spirits of No. 1 Document, Central Government Water Conservancy Work Meeting and National Television & Telephone Conference of Winter-spring Farmland Water Resources Basic Construction. And summarized the former construction management experience, analyzed the condition of county construction, assigned the third county construction task, fulfilled promotion water irrigation and conservancy move to new steps. In order to provide a support to agriculture stable development, improved the condition of rural production and life and speeded up the construction of new rural area.

The vice governors of Shandong Province Jia Wanzhi and Zhao Bing introduced the county construction management practice and experience. The first and second county started speeches to communicate distinguished by Fuchuan County, Guangxi Province and Longnan County, Jiangxi Province. And the third county by the delegates Haiyuan County, Ningxia Province made a declared speech, and always spoke very well. The assistance of treasury minister Hu Jinglin gave an important speech and made a vertical plan to further achieve small irrigation and water conservancy, hoping everyone earnestly study to understand and pay special attention to the implementation. And I will state following views.

Firstly, deeply know the importance significant of county construction. Since new china was found, party and states leaders started large scale water irrigation construction and building totally 20 billion small water projects, 3 billion KM irrigation drainage channel. Combined by this small water irrigation project with large and medium-sized irrigation drainage projects to form the project system of protecting flood and draught, which make a donation to assure agriculture income, increase farmer income and promote rural development. However, we should see many influence factors: our states irrigation and water conservancy mostly start from former sixty to seventy century ,project construction have lower stander, no perfect fittings, not strong in protection disaster. And further lower benefit, plenty farmers go out for working, delete double work etc. Nowadays less put in water irrigation construction, aging repaired project and reducing benefit much more outstanding. With the development of industry and modern agriculture, and the influence of global climate change, which incur the contradiction between increase people and decrease land, make later irrigation water conservancy project become outstanding. Party and committee pay high attention to irrigation water conservancy project. The No.1 document pointed at: irrigation water conservancy lag behind always influence the agricultural stable development and national food security hinder. Stressed highlight the weak link irrigation water conservancy .therefore we need further input investment and by the county unit planning to deal the focus problem by efforts that irrigation water conservancy faced. Starting small irrigation and water conservancy project was good for tapping benefit of whole project ,greatly enhance the ability of agriculture comprehensive producing and protect disaster ; focusing scale construction to promote the modern agriculture development ;promoting creatively of agriculture water conservancy management system to provided the security for long term benefit in engineering project; stimulating the actively of government , department and farms to form power enforcement for agriculture water conservancy. We will stand overall and strategic altitude to realized the importance of start county and further enhance the sense of mission, responsibility and urgency to make better for this benevolent govern and benefit people’s live hood project.
